Behind Mo.one a.s. stands a team with many years of experience in running companies, in payment services and in regulation. We operate Czech payment infrastructure under a licence from the Czech National Bank for AIS and PIS under the PSD2 directive.

Owner of a law firm, he joined Mo.one (then ZNPay) in May 2024. With him came the transformation of the company from a purely regulatory project into the maker of a real product for end customers.

Timeline

The road from ZNPay to Mo.one.

What we had to do so that people could comfortably pay directly from account to account without card scheme fees. The founders, regulatory fights with banks, opinion RS2025-28 as a precedent for the whole EU, the first bank with a fixed PSD2 API.

2018

ZNPay a.s. founded

Five founders set up ZNPay a.s. with the goal of obtaining a licence from the Czech National Bank to provide AIS and PIS services. The aim: to bring direct account-to-account payments by mobile phone into physical shops. The company was founded as a direct response to the PSD2 directive, which opened the way to direct account-to-account payments.

EBA · opinion on obstacles in PSD2 APIs

From the start, technical obstacles appear on the banks' side that make AIS and PIS services inconvenient to the point of being unusable. The EBA issues an interpretative opinion clarifying what counts as a prohibited obstacle and what is required of the user experience and of API availability. From this moment on, banks - and not only on the Czech market - are in breach of applicable regulation.

The EBA calls on national regulators to actively remove obstacles in PSD2 open banking APIs and gives them guidance on how. Banks exempted from the duty to have a fallback mechanism should have those exemptions withdrawn.

Request for a ČNB opinion on the user experience in PIS

On the basis of a technical and legal analysis we asked the Czech National Bank for an interpretative opinion on the user experience of the PIS service and on what can be considered a prohibited obstacle in banks' dedicated APIs.

Analysis of the dedicated APIs of every bank on the market

We completed an analysis of the dedicated interfaces of practically every bank on the Czech market. The conclusion: not one of them meets the regulation. We send banks the first requests to fix their PSD2 open banking APIs.

The ČNB issues opinion RS2025-28

The Czech National Bank agreed with our technical and legal conclusions and issued a regulatory interpretative opinion that makes it easier for us to enforce banks' obligations in providing dedicated APIs.

Legal steps against inactive banks

Against banks that have not even given an expected date for remedy or that refuse constructive communication, we have started the first legal steps: actions for protection against unfair competition, a submission to the Office for the Protection of Competition and a submission to the ČNB to withdraw exemptions under Article 33(6) and (7) of the RTS Regulation on SCA.

The EBA confirms our reasoning in three Q&As

The European Banking Authority published three final Q&As on questions we submitted as Mo.one (formerly ZNPay). The EBA's interpretation matches our reasoning: the authentication procedure is the user's whole journey, the benchmark for a bank is its own mobile app, and every superfluous step is an obstacle. Fewer obstacles for users, a level playing field for third parties across the EU.
